Great River Quarter: Dakota Ward is a proposed Downtown Saint Paul skyway activation initiative focused on transforming underutilized indoor corridors into vibrant year-round community spaces centered around culture, commerce, music, food, family programming, and local entrepreneurship.
Inspired by Saint Paul’s riverfront history, jazz culture, and walkable urban identity, the initiative explores how small-scale activations — including live music, pop-up vendors, storytelling experiences, family activities, seasonal lighting, and streetscape-inspired atmosphere design — can increase foot traffic, support local businesses, improve vibrancy after business hours, and strengthen community connection within the skyway system.
The pilot phase focuses on collaborative conversations with property owners, downtown stakeholders, artists, small businesses, and community organizations to explore practical activation opportunities within the Wabasha / 7th corridor and connected Downtown Saint Paul spaces.
Community support includes ongoing conversations with Downtown Saint Paul stakeholders, Capitol River Council, Friends of the Skyway, Twin Cities Jazz Festival community partners, and local arts and cultural advocates.
