In 1991, artist Cliff Garten — in collaboration with city landscape architects Tim Agness and Jody Martinez — redesigned Kellogg Mall Park, originally established in 1931. The project, one of the early works supported by Public Art Saint Paul, features a brick plaza, wood and concrete pergola, bronze sculptures, and stone plaques lined with trees and grass. The sculptures reference two foundational moments in Saint Paul's history: Father Galtier's Chapel of 1841, the site upon which the city was founded, and Cass Gilbert's envisioned connection between the State Capitol and the Mississippi River along Cedar Street.
